Different countries in emerging markets are taking a variety of approaches to their fiscal policy and face different pitfalls.
Brazil shows signs of clear fiscal excess, given the existence of very large budget deficits even against a background of rapid GDP growth, leaving the market unconvinced about the government’s ability to rein in the growth of public debt. In Indonesia, fiscal credibility is underpinned by the authority of the finance minister, but might simultaneously be challenged by the President’s ambitions for social spending and a new sovereign wealth fund. In South Africa, the Government of National Unity initially impressed market participants with its commitment to fiscal stability, and yet recent disputes within the coalition have delayed the presentation of this year’s budget and raised doubts about the fiscal path.
