This afternoon, Prime Minister Denisse Mirelles, adverting a no-confidence vote in Congress tomorrow, decided to resign. We had expected this event and covered in our March forecast essay publish today. A few minutes ago, President José María Balcázar took oath to the new Cabinet led by Luis Arroyo Sanchez (the former Defense minister) as the new Prime Minister, and Rodolfo Acuña as the Economy and Finance minister. Before he was Hacienda Vice Minister and before head of Budget, he is an old timer at the ministry. The Constitution mandates that the new PM has 30 days since appointed to attend Congress with his whole Cabinet and request the no-confidence vote. This means that he most probably requested the no-confidence vote after the general election on April 12th. One side effect is that the government decided to transfer PEN500 million to Petroperu. With Mirelles out, President Balcazar decided to support Petroperu. Although the Executive Order has not been published, local newspapers indicated that will receive this amount "to restore its operative capacity." This means that Petroperu will be able to import diesel and gasoline and contained the domestic energy crisis and the price increases. We also cover this in our March essay. Alfredo Thorne
