Policy shift or feint?

Recent statements in China have been interpreted by some analysts as a change in policy. Xi Jinping is now warning of “challenges” in China’s economy. These and related comments have been viewed by some as hinting at a possible change in the central government's attitude toward economic stimulus. My reading of them is more cautious: Xi Jinping’s character, current policies, and domestic political forces, eliminate the possibility of major changes in economic policy in 2025. This includes consumer rebalancing and reduced industrial investment.
